Robert Arneson sculpted this nightmarish ceramic bust of an anonymous military official during the later years of the Cold War in the 1980s. The menacing figure wears a hat emblazoned with a nuclear mushroom cloud and a phallic, missile-shaped nose dominates his facial features. Titled—after the predatory animal best known for its high pitched cackle resembling a human laugh—the figure seems to relish his militaristic power.
